Judging from the entries that MR found it's more likely to be Clara Lily SMITH Lowe. At least the confusion of dates mentioned earlier is sorting itself out.

How far is it to Bethlehem?

... or Clara Lily Smith LOWE!
They'll be on the 1911 census - but we've got to wait a few years for that one!
(Well, the parents will be on the 1901, but it will be tricky to find the right ones with no dates of birth, occupation, etc to help.)
Once you get the birth certificate to confirm your grandparents' exact names, you can work backwards via their marriage cert (which will give their ages and fathers' names), and hopefully confirm some of the facts we've been searching for.
POST CROSSED WITH RICHARD!

Usually, only the mother's name is given on birth certs of illegitimate children. On marriage certs, there is either nothing, or sometimes an "invented" father for the sake of appearances - I have both in my family.
I think there's a strong chance Walter SMITH was the father of all Sarah LOWE's children, although this will probably be impossible to prove! However, if the 1911 census shows them living together as husband and wife, that will be another piece of circumstantial evidence. (The full 1911 census will be released on the first working day of 2012, but apparently partial details will be released in 2009 - no exact date announced.....)
And at the risk of confusing things still further (sorry!), I found 2 marriages which you might want to keep in mind, even though I'm not completely certain I'm on the right trail here:
Leslie L BAYLISS m. Clara L MEAKIN, Jun Q 1941, Nottingham 7b 1131.
James MEAKIN m. Lily SMITH, Mar Q 1937, Nottingham 7b 512.
Could this be Clara Lily LOWE/STEVENSON?
