Thanks Wozzle on having spoken to my mother we would seem to be on the right track.. any more info would be greatly appreciated.. 
so the period in question we are looking at then is 1880's forward.

there are just to many charles olivers to pinpoint him.
think you really need the marr.cert. of charles-rose.
you would then be able to find his fathers name and occupation
you should then have a much better chance of finding him in the censuses.

did you want me to follow the marsh family further back before the birth of rose.
