As you have found, the 1881 shows him as a coachman and his family at Seymore Street, Brighton.
Ive got no 1891 but I think you ought to tell those that are looking for you, that he was born in Marylebone and his wife Annie in Hereford.
FreeBMD confirms his death in Brighton in the December quarter of 1896 and shows two Henry Cullen marriages in Brighton (1887 & 1894) The later one could have been his son Harry.
Harry was still in Brighton on the 1901 census aged 24. There was no Annie Cullen of Hereford on the 1901, had she died or remarried? The Croydon entry you have for 1901 looks to be his daughter also called Annie.
What other children do you know of?

Thought I would add the Free BMDs Cullen births in Brighton between 1881 and 1896. They may of course be totally unconnected and be children of other members of the Cullen family.

For what its worth, heres a bit more.
It looks like your Henry married an Annie Puddefoot in St Georges, London in 1875 (FreeBMD)
Although the age is a bit adrift, it is possible that Annie subsequently died in Brighton in the December quarter of 1886 (Free BMD). If that was the case, the marriage of a Henry Cullen in 1887 may have been Henry senior remarrying in order to give a new mother to his young children. Anyone seraching for him in 1891 should therefore be considering that he may have a new wife who was now called either Alice or Sarah Agness.
