Hi Paul, There wouldn't be a birth certificate for a birth in 1815 only the baptismal entry in the church records which should give the name of the father & mother....that is of course if he was baptised Birth certificates were issued from July 1837. There are some Bermondsey pr transcriptions on this site for St. Mary Magdalen. On their index for 1782-1812, there are these 4 names; Eliza Dine, John Baines Dine, Margaret Elizabeth Dine & Mary Ann Dine but no David. This site is a pay-per-view site. http://www.parishregister.com/searchpage.asp
It's worth noting that the ages were normally rounded down for adults on the 1841 census, unless it says 26 for his age which seems more specific to me.

Is he the one who was married to Elizabeth? In 1841 there seems to be two possible siblings, Harriet and Francis, living with him.
IGI shows three children - a Francis Dine (b. 1822 but not christened until 1837), Harriot (born and christened in 1819), and a Sarah (b. 1823 christened at same time as Francis), whose parents are David and Harriet.
