Hi
I think I have found the William who died in 1842 on the 1841 census, his wife is Mary & they have a son Richard with them. Ages are a little out but I found Mary again still with son Richard on the 1851 & she was born Aldenham. There children are on the IGI, Mary, Diana, James & Richard so it doesn't sound as if he is your Williams father going by the names.
I can't see any reason for the folks on Genes to have picked George as his father, as you say, there is no sign of him either. Is the George who died in 1882 the one born St Stephens c1806 ??
Seems strange there are no baptisms for them in St Stephens, I wonder if it could have been St Peters, then again I would have thought they would be on the IGI. 
There is a burial for a John Toms 1800 in Elstree, wonder if that could be a lead.
Isn't it frustrating to be so near yet so far. 
This probably hasn't helped at all but I'm trying
