Men's ages have a tendency to be a moveable feast (historically at least that is the case depite the popular mythology that it is women). An older man wishing to volunteer for the army fairly early on in the war might move his age down. If all other records give a different age I would take the army papers with a pinch of salt.

I think in all that leaves you with a search for Harry's baptism record to see what that says.
