Is the surname Brooks, Cotton or Factory?
It's a good idea to use U P P E R case for surnames at least once in a message, especially if they can be used as forenames like Charles, David etc.

Grandfather 1859 - 1910

Lancashire is where the majority of cotton mills were and although there were many mills on the streams in south Gloucestershire (GLS) for wool, silk and even metal working besides corn, I cannot recall having seen a cotton mill on any of the many 100 year old maps of areas in S GLS.
Have a look at http://www.spartacus.schoolnet.co.uk/IRmills.htm and you'll get some idea of the size of the problem you ask about.
My grandmother from Kingswood W-U-E worked in a mill in the area but it wove wool.

sorry for not making my self clear again it was a factory which made cotton reels i dont know if you remember cotton reels that you bought to sew with had brooks stamped on the top of the actual reel lynne

The paper label on the reels gave the manufacturer of the cotton thread. You will find that no cotton spinning mills were ever in GLS.
The name Brooks stamped into the wood with a die would be the name of the manufacturer who may have been anywhere in the country and indeed may also have spun cotton in Lancashire.
I suggest that you set up a news account on your computer, download the list of newsgroups (thousands) and subscribe to the soc.genealogy.britain NG where there are many very knowleable subscribers who should be able to answer your query.
