To go Birth reg details from Jean........
The 1881 Census has her as the 1 yr old dau, b Halvergate, Norfolk- of Benjamin and Charlotte. The Reg District covering Halvergate is Blofield.
The 1891 Census only has her middle initial also.
She is not in parents household in 1901. But I do believe she is a servant listed as Emma C MUTTON - the only one I can find to fit..........will post up the details in a sec. Do you already have the 1881 and 1891?

This 1901 Census states: Administrative County: Norfolk Civil Parish: Norwich Ecclesiatical Parish: Holy Trinity County Borough, Municipal Borough or Urban District: Norwich Ward of Municipal Borough or Urban District: Nelson Parliamentary Borough or Division: Norwich Town Village or Hamlet: Norfolk Road or Street: West Parade
The Registration District covering is: Norwich And being Piece number 1844 in Census 1901, the sub Registration District is : West Wymer http://homepage.ntlworld.com/im.griffiths/parryfamilyhistory/parrycensus/1901subdistrictpieces.htm
Cromer, in 1901 is a Sub Reg-District under the Reg District of Erpingham - piece numbers 1825 and 1826
In 1891, Cromer is under Hundred of North Erpingham http://www.btinternet.com/~e.c.apling/hundreds.htm
I'm sorry, I don't know if geographicaly Cromer is near to where Emma C MUTTON was enumerated in 1901.
