Victorian Tenant Farmers -Cuerdley etc

Land tenanted for farming in the Hale, West Derby, Prescot, Cuerdley, Farnworth area of Lancs seemed to have ended c1812 when the farming community moved across the Mersey into the Cheshire Plains. The land was owned by Sir R. Brooke, Bart.,

Is there any known reason why this mass movement of Farmers should have had their tenancies terminated.

My Gt x 2 grandfather farmed there and finished up farming at Daresbury, Cheshire.  A good number of his 18th century line rest at St. Mary's Hale.

It may be relevant that the Enclosure Act for Hale was passed in 1800.
