The problem with that 1866 birth in Thanet is that it is nowhere near Rolvenden or Newington. Also, there is a death for a 0 year old George John WHITEHEAD in Thanet registration district 1867 http://freebmd.rootsweb.com
I rather favour some connection with Rolvenden (in the Tenterden area/registration district) as it's a village that those from out of the area quite possibly wouldn't even have heard of unless they had some connection with the place

I was thinking along the lines of trying to find the family later etc. to try and establish what the children were up to ie. which one was likely to be the parent of George age 6 in 1871 but I can't see them (at least not the grandmother Martha) in 1861

Went through my papers and here it is
George Joseph b abt 1866 - married Jane Matilda Coles April 21 1889 in Woodside Croydon from the certificate I received George Whitehead (Sr) is deceased his occupation was a sawyer. the son G.J. resided at 5 Sailsbury Rd (I am guessing Croydon) and occupation sawyer. witness George Coles - Jane's brother and Ellen Whitehead -? sister maybe??
Jane was born at Grey's Henley , Oxfordshire. about 1871 residence at tiime of marriage is listed as Woodside
Their offspring were: Eleanor b 1890 Woodside Surrey married a Will Potts in 1913 Charles b 1892 Albert Henry b 1894 George Joseph b 1894 Eliabeth Rose b 1895 Archibald b 1897 married Daisy Gloak 1922 my grandparents Maude Janet b 1900 married Benjamin Lovelock 1920

I have a querey in with the Mitcham Cemetery in Croydon where G.J. is buried. I am hoping that there is something there so I can order a certificate. I did find on the Archives site a George Whitehead that died June 1885 in Croydon, I am thinking it might be G sr. I guess I will have to wait to hear back from the cemetery.

Here is George WHITEHEAD, a sawyer in 1881 which could fit quite well with him being the son of Josiah & Martha (see 1851 and 1871 above):
1881
3 Victoria Place, Peckham (Camberwell), Surrey
George WHITEHEAD head mar 30 sawyer b.Bermondsey Harriet wife 26 b.St George East Middlesex Louise dau 5 b.Camberwell Surrey Sarah WHITEHEAD sister wid 36 charwoman b.Islington Middlesex Charles nephew 4 b.Camberwell
RG11/689 folio 29 page 52
I suspect that we are looking at the correct family but that George is quite possibly George Joseph's uncle rather than father. Although not impossible, he would be rather young to have fathererd a child between say 1864-1866. It is really quite common for illegitimate persons to have named another relative as their father when they married so we need to bear in mind that the father's name and occupation on the marriage certificate may not be quite correct
If we find as many of the family as we can on various census, it might lead to a clue
1901
67 Fenham? Road, Camberwell, Surrey

RG10/737 folio 5 page 3 .............................
1861
76 Willow Walk, Bermondsey
John WHITEHEAD head mar 25 labourer at saw mill b.(says Boomden Kent but I suspect it is supposed to say Rolvenden) Mary wife 24 b.Whitechurch Ireland Kate? dau 1 b.Bermondsey
RG9/322 folio 5 page 28 ................................
John Wood WHITEHEAD baptised 15 Apr 1833 Honey Lane Baptist, Tenterden son of Josiah Valentine WHITEHEAD & Martha http://www.familysearch.org - looks like they were quite possibly non-conformist then

I have now found 5 Salisbury Road, Croydon in the 1891 census RG12/595 folio 94 page 55 - it was unoccupied at the time of the census
In 1901 it was occupied by a NEWMAN family and I can't see any connection there RG13/641 folio 57 page 43
In 1881 5 Sedan Cottages, Salisbury Road (which I take to be the same address) was occupied by an OLIVER family born mostly Hampshire so I can't see any connection there.

Hi Fisher
You could try contacting Croydon Local Studies and asking them for the householder (from local street directories) of 5 Sedan Cottages or 5 Salisbury Road between, say, 1888 and 1892 to see who turns up? I don't know if they charge though. Some local libraries will do lookups like this for free but I don't know about Croydon.
