There was a House of Correction at East Riding in 1851.
If you do a search or two on East Riding & House of Correction 1851 Kent a few references will come up for you to follow.

Doesn't the 1851 census entry tell you which parish (town/village) your ancestor was residing in? Who was your ancestor?

I have a copy of the census but it does not give much info.The entry says extraparochial and has an institutional reference 4a. Thanks for your help.

If this is your man then the "House of Correction" appears to have been in Surrey. Although it is listed as an extra-parcohial part of Kent, it would actually be in Surrey (I think).
Thomas BRIGGS married age 24 ag lab b.Dorking Surrey HO107/1594 folio 567 page 58
HO107/1594, according to the catalogue of the National Archives http://www.nationalarchives.gov.uk , included the Woking area.
I'll move your post over to the Surrey board - frequenters of that board may be more familar with the area

Yes, tis the south side of Guildford High Street - parish of Holy Trinity .... so why its firstly classed as Kent, extraparochial, then Woking I have no idea 
Heres the Enumerators description of his district.

a lot of fascinating info on Guildford and its undercrofts - including the site of the House of Correction today within a bookshop - if you Google ...
heres one small extract ..
It appears that the gaol here was still operational in 1508 according to deed records for the maintenance of prisoners made at that time, although not for county use. A new gaol was built in Quarry Street in 1604 which was in use until 1822 at which time it was resited to South Hill. This was the last gaol in Guildford and closed in 1851 after which time prisoners were sent to the House of Correction in Wandsworth in London.
