Could SKS look up in the 1871 census for Wellington a Louisa THOMAS. She would be about 7 years old? There could be a sister Anne or Annie as well. I think the father was a James THOMAS.
If I have the right family James could be a carter or coal merchant, possibly born in Kent.
After Louisa is married in Knaresborough, Yorkshire to Arthur HANDS, she turns up in Wellington to have her first child in 1886, in Mill Bank. I'm guessing to be close to mum.

You don't happen to have the 1861 or 1851 to identify the mother of the family do you?
The info below is from the LDS 1881 transcription. I'm sure it's the same family since Absalom and Richard's age match. However, the wife Sarah could be a second wife, and Hannah, therefore a step-daughter.

Which leaves me with where is Ketley relative to Wellington? Could the two be so close as to be regarded as one and the same.
