In my opinion, your chances of finding him on a ship's manifest are pretty slim, and would require a lot of pain staking searching with little certainty of finding a definitive match. Someone please correct me if I'm wrong.
You should instead try to track down his naturalization papers. Have a look at the messages(*) compiled by Berlin-Bob. Start with a search in the National Archives catalogue, then try the London Gazette.
By the way, how old were Israel and Barnet?
What is the significance of Samuel in brackets?
The only Russia-born shoemaker named Israel Rosenthal that I can find in the 1819 census was living with his son Barnet (also born in Russia) in Manchester. Is this the right family?
