Tar pits occur naturally in areas where oil is found but in the UK this is unlikely.
They are usually the result of chemical works or oil refining, being pits where the waste products are deposited. This might help with your search

The area you want is on Ordnance Survey 1:10560 County Series 2nd edition (c.1900) Sheet 71 Subsheet 05 Which shows some of the places named in the 1881 description of the Enumeration District.

If it helps you are looking for somewhere close to a stream as running water would have been essential to the tanning process, particularly if they started from hides straight from the slaughtered animals.

In the 1891 Census it is Tanyard, between Bird's Farm and Heathfield Villa.

If it's "Tawpit" then that could be interchangeable with "Tanpit" as tawing and tanning are parts of the same industry.
