I was wondering if he was registered as Rogers at all.  If his parents weren't married, he may be in his mother's maiden name, and adopted the name Rogers later on.
Being on the railway as well, he could be from anywhere.

Good News!! thanks to Medhist, I have searched further and considered the Wales connection (I was open to this as my nan did speak welsh) and guess what - 1891 census george rogers, a railway engine cleaner born abt 1871 living as a boarder in gloucestershire - birthplace breconshire wales - I reckon it MUST be him?? any advice on how I would ever really know if it is him though? what have others done in ambiguous situations like this one?
