I was wondering if he was registered as Rogers at all. If his parents weren't married, he may be in his mother's maiden name, and adopted the name Rogers later on.
Being on the railway as well, he could be from anywhere.

Good News!! thanks to Medhist, I have searched further and considered the Wales connection (I was open to this as my nan did speak welsh) and guess what - 1891 census george rogers, a railway engine cleaner born abt 1871 living as a boarder in gloucestershire - birthplace breconshire wales - I reckon it MUST be him?? any advice on how I would ever really know if it is him though? what have others done in ambiguous situations like this one?

Glad to know you, I can save you going mad looking for George Rogers, he's my great grandad too. I searched high and low for him and got lucky by chance, he was elusive. I will post some stuff which will put the people helping you out of their misery! Thanks to everyone, but I really had a lucky break and had been searching for about 2 years.
George Rogers married Elizabeth Hayes in Liverpool in 1902. They married in Liverpool to avoid the disgrace of marrying in Wallasey. George was 32 and took 6 years off his age for the marriage certificate. Elizabeth was only 17 but gave her age as 21. She was almost 5 months pregnant with Gwladys. The street they gave their address as was only half finished in the 1901 census (and they lived in the half that wasn't finished then) but I strongly suspect it was the Sillitoe's house.
They moved back to Wallasey before Gwladys was born. She was born at 13 Albermarle Road, Poulton, by Central Park in September 1902. They moved to Birkenhead for a short while and my grandad, Thomas Maldwyn Rogers was born there followed by Aunty Lil (Elizabeth). They moved back to Poulton and lived in Shakesreare Road. Marion and May were born there. They had a spell in the Concertina Cottages in Seacombe and ended up in Goresdale Road.
George never appeared on the 1891 or the 1901 census returns as I suspect he was in his signalbox on those nights. I found George through the records of railway employees held at the Cheshire County Council archives. It had has rank, his promotions, and his pay. That's how I got his date of birth and was able to track his birthplace down. He was illigitimate, his mother Mary gave no fathers details on his birth certificate. In the 1871 census his grand parents Thomas and Mary listed him as their son. In 1881 they listed him as their grand son.
Elizabeth left George around the time Glwadys went to Australia. She took up with a man from Moreton who was nearer her own age. This is what caused the split in the family. Some of their children couldn't reconcile themselves with the split and sided with George. Some sided with their mother. The rift got worse when George died in 1932. Aunty Lil did all the funeral arrangements, my grandad was away at sea. Elizabeth re-married 3 months after George died and the knives rally came out.
The children were Gwladys (your nan), Thomas Maldwyn (my grandad), Elizabeth (aunty Lil), Marion Gwenfa, Eleanor May, John Edward, James Cedwyn, Alsace Lorraine, and Emlyn. George gave his middle name as "thomas on theor birth certs but gave it as "William" on their marriage certs. I can only think he was one steps ahead of his debtors perhaps?
I know the rift was bad because aunty Sace didn't tell her daughter (Lorriane Baxter) that Thomas was her brother or that Lorraine had cousins (My dad and his brother and sister).
Anyway I have so much to tell, I will try anf PM you for your e mail or contact me through genesreunited.com for my e mail and to see the family tree. George died in St Catherine's hospital Birkenhead of bronchial pneumonia and is buried in a "3rd class" grave in Rake Lane cemetary in Wallasey. Trying to find his grave was as hard as trying to track him down! I stop by now and again and say "hello" to the old bugger!
