Following through the link behindthefrogs posted, it looks like the surviving records are at the London Metropolitan Archives, although I couldn't see any early admissions registers etc.
Use A2A and search North Surrey School District

You didn't give us the census reference but I'm guessing your boy is the one born in Wandsworth and at the North Surrey District School.
The workhouse site mentions possible sources of confusion about the term "industrial school".
North Surrey District School was used by several London Boards of Guardians and it would be best to look among their records for information about inmates.
These records are at the London Metroplitan Archives. There are some records under the Wandsworth Board eg 1867-1885 North Surrey School District, Anerley School: Register of children chargeable to the Guardians with index WABG/174/01.
It would be as well if you searched the catalogue for yourself. Take care with the search term because it may be shown as "North Surrey School District" or "North Surrey District School"

They are not online. The file I mentioned as an example hasn't even been filmed (this information may be out of date).
LMA have a research service or many independent researchers would be happy to help.

Hi Oblivion
Thought I would give you an update.
I've been back at the LMA quite a few times since my last posting.
Well today, I had another go at this request and might have turned up something for you.
I looked at the Creed Register for Anerley School (North Surrey District School) but it doesn't start till 1874 so no Robert there.
Then I looked through an admissions register 1850-1886 which is indexed. (X100/068)
There are 3 Moore children all entered together but I don't know if this is the right family. Maybe you can try to find them on the 1861 census.
Names: Moore Thomas, Harriet, Robert Age: 1855, 1856, 1859 Union or Parish: Wandsworth Date of Admission: 1863 Oct 7th for Thomas and Oct 23 for Harriet and Robert Date of Discharge: Thomas and Robert Jany 28 1864, Harriet Aug 1 1864 and July 20 1866
Orphaned, Deserted, Other: All are marked as 'deserted', there are no parents details or address.
Does this help?
Dawn
