There is a George HARVEY b about 1828 Cheltenham a Baker in the 1861 Census at Wolverhampton RG9/1995 Folio 73 P 29 together with wife Mary Ann and 2 children Edward and Elizabeth.
Also from FreeBMD there is a death of Jemima Mary HARVEY Dec Quarter 1856 also Wolverhampton.
This could be your man, don't know where his children with Jemima are though!

The only Charles Harvey I can see in Stroud in 1861, on the census index I have access to, was born there circa 1856 and was living with his parents. No Harveys in Stroud born Cheltenham. No Alfred Harveys.
What evidence do you have that either boy survived childhood.

The other Charles Harvey birth registered in 1851 in Cheltenham was in the December quarter so after the 1851 census was taken. He is with his mother on the 1861 census and is the only Charles Harvey born Cheltenham on later censuses.
