The only marriage for a William Jaggard to a Millicent that shows on FreeBMD is:
Dec 1898 Richmond Surrey:
William Jaggard - Millicent North

From there I searched for a marriage between an Emma North and a Mr Fowler
Dec 1896 Richmond Surrey  2a 723
Charles Fowler - Emma Kate North

Cheesy

Edit: can't see a marriage to a Thomas Fowler  Tongue

Is there anything else you know about Charles? There are so many that I have no idea how to pinpoint him!  Undecided

If you haven't got any other information then you might have to order the Fowler/North marriage certificate which will tell you Charles' age and his father's name & occupation (hopefully!)
Certificates are £7 and you can order online from http://www.gro.gov.uk/gro/content/

Her father's name should be on the marriage certificate.

Freebmd returns a volume Brentford 3a and page 312 in Sept 1/4 1919 and can be ordered here

http://www.gro.gov.uk/gro/content/certificates/

If you can't afford to pay right now (this hobby gets expensive), I'll be at the London Metropolitan Archives in the coming weeks and can look this up for you but I can't give a definite date when I'm going.
