I expect you found the 1797 year for the marriage in the IGI. You will notice that is is a submitted entry.
If you go to http://www.genuki.org.uk/big/FindingBatchNos.html and use the procedure you will find that Batch 016651 was extracted from Bitton's records - the batch is not to be found on the Hugh Wallis site at http://freepages.genealogy.rootsweb.ancestry.com/~hughwallis/IGIBatchNumbers/CountryEngland.htm If you choose any of its batches in any county then, in the Search Criteria window, delete batch shown and enter the above batch and "Haskins" you will find none there.
It would seem then that the Haskins family did not come from Bitton and the submitted entry is most likely a fairy tale in some respect.
Sorry to be the harbinger of such news!
Chas
P.S. Batch 016651 is there in GLS but anyway, the procedure might be useful elsewhere!

P.P.S.
If you get no answer here and you can get to an LDS Family History Centre you could hire their film number 1595499 which includes marriages for the year 1797. See the LDS library catalogue.

You may wonder why I said "in some respect" in my first.
The LDS have several formulae for estimating marriage and birth dates from other data. Marriage a year before the birth of the eldest child found in a census for instance: birth of women 25 years before marriage (21 for men). . . . etc.
That a person is believed to have actually lived is important but the date and place are not so important.
The Mormon leaders teach that the spirits of people who have died cannot enter the celestial kingdom of heaven until a Mormon is baptized for them by proxy-i.e., a living person is immersed on behalf of the dead person.
