Hi sprogx3, your question is a bit broad and I think the answer would depend on the era you are talking about and the specific situation. I would think that there is not a definitive,singular response.
Are you talking early immigration when Europe was exporting convicts and those who chose relocation in lieu of prison or a later period of time
