Welcome to RootsChat Dodo
I can't help with his wife's maiden name but tracing back from 1871 this man looks rather consistant:

1851 HO107/1881 137 21 Stoke Damerel, Devon Duke Street William Burt, head, 50, Shoemaker, b. Plymouth Mary, wife, 59, Shoe Binder, b. Hapton?
1841 HO107/274/4 9 13 Stoke Damerel, Devon Duke Street William Burt, 35, Shoe maker J, born in county Mary, 40, born in county

Hello DoDo - welcome to Rootschat
We will try to be as helpful as possible - and it helps to have as much information as possible, to hopefully prevent us going down the wrong track, or looking up information you already have
I've found William b. 1802 on the 1871, as you said, father in law to Harriet, a widow.
I also found a William Burt b. 1828 Devonport, married to a Caroline.
Now - are you saying that Harriet's husband was William Henry ? Or was her husband another of William b. 1802 sons ?
You say you want to know who William married - William 1802 or William 1828?

Hi Dodo -
William 1828 was obvously at sea for 1861 census, too, since Harriet and 3 boys were living with her mother then.
I think the birth place for Mary age 59 in 1851 might be Slapton ?
Sadly, nothing on the IGI for this family
