I think I may have found Williams death - its the only William M Bailey listed - died in Eastry in 1911, although birth would have been 1827 (as opposed to 1830).

That means he must be on the 1901 census reports somewhere.

Also checking the 1851 census reports there are two possible William Baileys one born 1825 that was a mariner born in deal and another in 1830, that worked in London, born in Kent and a Waterpurifer?. The 1830 birth year is closer and both are 'water based' occupations.

Sorry, I think the first one you mention is more likely, the mariner, as many went into the coastguard service.  The second is a Waterproofer which I doubt is anything to do with the sea  Undecided

From the later census, when married to Jane, his birthdate varies from 1828-1831
so I'm inclined towards the mariner.

Thank you and you were correct about Lily Francis and Lily Ethel being different people, as I found a death for Lily Francis in 1877 in Kent.

I have not heard of a place in Norfolk called Bankland,

Could it be Rockland?
