GERMANY: Help to identify a German town please (2)

My immigrant great grandfather is listed in UK Census returns since 1871. 

In fact he is listed as born in Tosen in Germany on most of them, but Karpan in Russia on one.

I would like to find out whether Tosen is right - I can't find it on modern maps and other contacts have suggested it might be Posen/Poznan.  Unfortunately I don't speak German, so could someone who does help please.

Did a search for Tosen, Germany and one match came up on Ellis Island - one person on the first page from Tosen, Germany.

my favourite site for place names in Germany is this one:
http://gov.genealogy.net/
It also includes Austria and it's former provinces, and former provinces of Germany.

Searching there for Tosen finds Tösens    and Untertösens (Lower Tösens) in Tirol, Austria.

A search for Karpan produced
Cierpięta, Czerpienten, Karpangen, Domäne Carpangen, Carpangen    
a farm district in Stuhm, Marienwerder, West Prussia

Another site:  http://www.fallingrain.com/world/GM/
finds Tos in Baden-Württemburg oder Tossens in Niedersachsen (Lower Saxony).
There are also various places starting with Toss-

However, the fact that one census mentions Russia and others say Germany suggests that it might have been PRUSSIA rather than Russia.
Different parts of Germany belonged to Prussia at different times.
Posen in (modern) Poland was also part of Prussia at times.
