1861 Garway lookup please

Hi I'm trying to trace a Thomas Davis/Davies born 1806 Langarron Hereford - he married a Martha who was also born Hereford, they had several children.

I have found them on the 1851 census living Garway and also on the 1871 census living Garway Herfordshire.

I cant seem to find them on the 1861 - can anyone tell if  they were living same address on 1851 and the 1871?  Or what might of happened for them not to appear on 1861 census for that area? As I've noted that the 1851 census lists Garway as district of Coleford Monmouthshire - but 1871 lists it as Dingestow Monmouthshire?

On the 1851 census they were living Garway Common and on the 1871  the address was Cottage, Garway.

One would assume from this that they would be in Garway on the 1861.
There are only 6 images for Garway on the 1861 census - very badly written and difficult to read.  I can't see them there but part of image 5 has been destroyed so who knows??
