Irfanview problem

I'm having a problem with IrfanView.  I keep getting a message "Can't read file header. Unknown file format."
This is what I'm doing:

Start/All programmes/Accessories/Next.
Choose Scanning Preferences/Next
Preview/Next
Picture name & destination: Name the image/Next
Picture being scanned
Other Options/Next/My Pictures/Close
Go to Irfanview/File/Open
Enter file name/Open

It's at this point the message appears. Could someone please suggest what's going wrong ?

What is the ending (extension) of the file you are trying to read ??

Have you succeeded with this before, or is it a new technique ?

If you use My Computer to navigate to where the file you are trying to open is located, try hovering over the file name and a pale yellow box should appear listing the image properties. 

What do these say?

The file is located in 'My Pictures'.  It  is named "Boyce Barracks" and the pale yellow box has - Dimensions: 1275 x 1650. Type: JPEG Image. Size: 69.8 KB'

can you open IrfanView and drag the file into it ?
what  happens then ??
