The picture below is an occupation for a 53 year old Alexander Tibbets in 1871. I can read bits of it...
Clerk Collector & Assessor Parochial B? Water C?
Any help appreciated!

I agree with Nanny Jan.
Clerk, Collector & Assessor Parochial Bod {i.e. Parochial Board} & Water Comm {i.e. Water Commission}.
A Google finds that Dumfries did indeed have a Parochial Board. And also had a Water Commission.
