According to the 1881 census, George was born c1846 in Northleach. (There are actually 2 guys with the same name born around that time, so you need to be careful, but the one married to Elizabeth/Jane is consistently younger on census than the one married to Eliza.)

The Volume and Page numbers (as found on freebmd) mean nothing to the Register Office now holding the birth registration records; so if you send an application to them - see http://www.genuki.org.uk/big/eng/RegOffice/ for the snailmail address - you will no doubt receive a b-cert pdq at a cost of £7 - assuming you are in the UK.
If outside the UK or wish to purchase on-line, you should apply to the GRO - http://www.gro.gov.uk/gro/content/ - for which you will need the Vol and Page numbers.

It's long before the George you enquired about but at Northleach between 1736 and 1812 there was only one baptism of a Higgins - see http://freepages.genealogy.rootsweb.ancestry.com/~hughwallis/IGIBatchNumbers/CountryEngland.htm so be prepared to look around
