I dont have any independent photo editing equipment just irfanview, but is there any way I can join 2 scanned images together on one page. I have 2 half page size scanned photos and want to put them one above the other.
if the images aren't the right size already, then resize them.
then => image => create panorama image.
You have a choice of next to each other or above each other, and you can add as many images as you want. Use "Add images" to browse your computer for images, "move" them up or down in the list, and then "Create panorama"

Yes, that'll work to some extent but what you really need is an image stitching program which can recognise the matching bits of the images and overlay them for you - I can't see where Irfanview does that - but maybe I missed it.
I use Arcview Panorama Maker for this type of work. I know there're some free ones out there too. Just Google "free panorama maker". Some are better than others.

Edit: sorry - just re-read what you're trying to do. I thought you wanted to join two halves of a single photo - I see now that's not what you want - irfanview will be fine
