It's really impossible to find US vital records without knowing in which state the relevant events took place.
I see that the family went back to the US, being enumerated in New Canaan, Fairfield, Connecticut in 1920 and Frederick dying in Fairfield in 1963.
They travelled on the SS Philadelphia from Southampton to New York on 30 July 1904. Frederick sailed from Liverpool to New York on 11 September 1915.
Still trying to find any record which might give Sidney's state of birth...

OK - Sidney F. Luker was enumerated in New Canaan, Fairfield, Connecticut in the 1930 census, showing that his birthplace was New York.
WW1 registration card gives his name as Sidney Frederick Luker b 12 Jan 1896
WW2 registration card gives same name but birthdate as 12 Jan 1894
Florida Death Index shows that Sidney Frederick Luker b 12 Jan 1897 died in Volusia County, Florida on 11 Nov 1970.
So you're looking at New York for his birth in 1894, 1896 or 1897 (but definitely 12 Jan, it would seem!)

"Fredrick" and Carrie Luker are in Stamford, Fairfield, Connecticut in 1930. He is 55 and was 23 at marriage. She is 53 and was 21 at marriage. Her birthplace is shown in both 1920 and 1930 as New York.
I would therefore think there is a good chance the marriage took place in New York. If the dates are right it's pointing to about 1897/1898, though in view of Sidney's birthdate you may wish to extend the search to a few years before that.

Please note that there's a difference on obtaining records from New York state and certain cities within New York state. The WWI & WWII Draft Registration cards indicate that Sidney was born in Yonkers, New York. Obviously the easiest way to identify Carrie's maiden name would be to obtain a copy of one of the English-born children's birth certificates.
E.g.:
Ernest Victor LUKER Dec 1898 Tunbridge 2a 716
Grace LUKER Sep 1900 Tunbridge 2a 769 (died aged 1, Sep 1901 Tunbridge 2a 792)
Edith Lilian LUKER Jun 1904 Tunbridge 2a 808.

You can see the 1904 passenger list on ellisisland.org. It says they were going to join brother-in-law Mr. Edward Turner in Mamaroneck, New York. In the column about whether they had been in the US before, it's a bit confusing, but it looks like it says 6 years ago for Frederick and 11 years ago for Carry. She is listed as Carry Atchley Luker, so maybe Atchley is the maiden name? She's also listed on Frederick's WWI Draft Registration Card as Carrie Atchley Luker. Frederick was listed as naturalized there, as well.
If you look at the Westchester County Archives site: http://www.westchestergov.com/wcarchives/ Click on Online Resources, then Online Indexes, then Personal Name Indexes, then Naturalization Records, 1808-1927, there is this - LUKER FREDERICK JOHN Declaration 1910 A-0008(9)
The Connecticut Death Index says that Frederick died in Stamford, Connecticut on 27 Feb 1963 and was widowed. It has Carrie as dying on 29 Mar 1955, also in Stamford. She was married, spouse Fred, and was 77 years old.
There's a Stamford city directory from 1959 that says Frederick J. Luker removed to New Hampshire. Not sure if it was the same Frederick or a son.
I found a sad article in the Bridgeport (CT) Telegram from 24 Nov 1920 which indicates that payments were ordered by the Compensation Commissioner to Fred and Carrie for the death of their son Ernest, who died on 16th of June due to burns from an explosion of a tank of lacquer.
