I wonder does anyone know when the first passports were issued.
Re. Where to 'passenger lists' get their names from.
Re. who was travelling with who and their relationship.
i.e. was the 'Mr. & Mrs. Brown' routine in hotel registers also i vogue on ships, or wasn't that possible?

The history of UK passports:

 Lists of passengers on the ships leaving or entering British ports were required to be recorded by law and handed in to the relevant port authorties.

 The national archives website has a few reseach guidance pages on the subject which will explain it.
