Need Help to Check Out my Partner

Hi Everyone
This is a strange request and probably on the wrong site, but I have no idea where to look for info.
With all the hints and tips I've picked up off this site I have managed to trace my tree back to the 1700's.
With one or two hiccup's, but trying to find up to date info is a real problem.

A lot of things do not add up and I would like to try and find out a few facts for myself.I would like to find out if a person owned or lived on a certain Street between 1998-2004. I have looked at Land registry and the electoral register.
I do not subscribe to any paying sites, so I am unable to get any more info. And the only sites that I have found want silly money to view.

I was just wondering if any body knew any sites or could point me in the right direction, or even do a look up for me.

How about historical phone books?
you can view free at a number of libraries (Ancestry library edition)

I have been to the library this morning,
sadly, the phone book info only goes up to 1984.
Will keep digging.
