They missed a line on the 1851 census*! The previous chap's birth place is Tedbury Gloucestershire!!
(*and thus the poor last person in the household doesn't have a birthplace!)

The 1841 census for Kemble Wiltshire shows a James 40 Ag lab and a Rebekah age 40, both born out of county (not sure it's them!)

Quite!

It's looking as though the Millard link must be through Mary/Ann, whether as a maiden name to which she reverted or as a second married (or de facto married) name.  I certainly can't find either her marriage to Walter Cleaver or any subsequent marriage, after his death, to a Millard.

This must be it- Ambrose Millard and family's address is actually given as Little Hungerford in 1841: HO107/16/5/5 Cheesy
