Honey and baby brother need help!

This special photograph of my grandmother and her baby brother was given to me by his daughter and I'd love to use it in family history I'm putting together but wonder if it can be fixed up?

POSTEES: If possible, PLEASE, scan your images at 300 - 600 dpi, for both ease of restoration and best results

here is one from me. Its the best I could do as

this photo was scanned at a low 150 dpi so a lot of the detail was lost.

Can you rescan it at a higher resolution between 300-600 dpi
