Judging by the birthplaces of Henry and Mary the marriage may not have taken place in Birmingham

Anyone of the children's birth certificates would give you their mother's maiden name and therefore help find the marriage.
Eliza was baptised in York not Birmingham. Birth registrations start 1st July 1837 where parents registered them and not all did in the early days of registration. There are only baptisms before that which won't give the mother's maiden name. Only birth certificates will give you the maiden name and you have to purchase them either from the General Registry Office or local registrars.

Considering the age of Henry Freeman senior any marriage to Mary may be a second marriage. Have you checked to see whether Henry left a will which might mention older children?

I don't have enough evidence to do anything but merely speculate about Henry's and Mary's marriage, which is a waste of time when it is possible to find out Mary's maiden name by purchasing one of the children's births which were registered in York. Finding Mary's maiden name is the obvious way to go. You don't need a birth certificate for Eliza whose birth doesn't appear to be registered, or her older siblings who may have been born before civil registration or in the case of Henry again his birth doesn't appear to be registered either, the younger siblings all had their births registered in York so you just need to order one of their certificates. I have given the General Registry Office information needed for each of their births and the GRO webpage to order one one of them from. Any of their births will get you the information about Mary's maiden name. Or if you choose you can order them from York registry office

The National probate index post 1858 is not online but can be found in major libraries on microfiche.
If the birth certificate only listed the surname Robinson and there was no mention of former surnames then you would expect Sarah Robinsons marriage to Henry Freeman to be her first and in the surname Robinson.
To clear up whether it took place in Greater Birmingham I would request a search of the Greater Birmingham marriage index held by the Birmingham and Midland Society for Genealogy and Heraldry
