Trying to attach a photograph to a post

I am trying to attach a photograph to a post,  instead of the two browse boxes appearing, I get three little boxes asking whether I want to hide smileys etc.

I have not had this trouble before, What am I doing wrong  Huh Huh Huh

On this thread the Browse boxes appear, but they don't on the Lancashire request message board

Some options are not available in all categories.  The person who runs this site has turned off the "attach photo" option for that particular forum.

The majority of attachments posted on the request boards were census and certificate images.

For copyright reasons this is not allowed, so the facility to attach images is blocked on those boards.
