How do I find out who lived ..(Preston 1919)

I am trying to help my husband find out why his Grandmother Kathrine Hannah nee Vickers, (1st Marriage) Burton, (2nd Marriage) Sawyer went all the way to Preston to have his mother!
Joyce Eleanor Sawyer was born 25th March 1919, at 38 West Cliff, Preston when the father was stated on the birth cert as being at 260 High St, Lincoln?

Is it possible to find out who lived at the Preston address at this time or was it maybe a maternity home???

Hi

You could try ringing the Harris Library in Preston to see if they have electoral rolls for that period.  They may just do a lookup for you if you are lucky
