Searching for little needles in big haystacks

The 1881 census shows a Sydney Shepherd, age 14 years, place of birth Durham, as an inmate of Hardwicke Reformatory School.
The name and age match my Great-grandfather - but the place of birth differs - my Sydney was born at Shapridge, East Dean.
Apart from the above entry I can't find Sydney or his family on the 1881 census. On the 1891 census he is married and living in Stalybridge, Lancs.
Does anyone know if it is possible to find out any additional information on the inmates of Hardwicke School? - I have tried Gloucester F.H.S. - but no reply as yet.
