How to send a PM

Is it true you have to make a certain number of posts before you can send a PM. I had a reply on a board from a second cousin and asked her to PM me, but she looks like a new member of RC and since I,ve not heard back I m wondering if she can reply. . Maybe it,s best I PM her, is that possible.. it says she is ofline.
I,m still learning the ropes here myself.

Yes it's true. (But only 2 or 3 posts I believe).

I think one can receive PMs from the very start though - I PMd someone with 0 posts the other day and the PM didn't bounce. I reckon you'd best PM the person giving their your e-mail address
