I've looked at this a few times and I think the most likely is this family. I've just used the 1861 as a starter:

Samuel Lockley, 45, (B?) Labourer, b. Worcestershire, Dudley
Susanna, 46, b. Stafford, Lichfield
Joseph, 13,(B?) Labourer, b. Worcestershire, Dudley
Mary A, 11, Scholar, b. Worcestershire, Dudley
The only Mary Lockley b. Newport, is born circa 1846. Father was James, a farmer. RG9/1903 Folio 82 Page 2/3. If you'd like the details of this one, I'll give them.

The 1881 census has her born Walsall:
RG11/2828 Folio 90 Page 32
Also the 1891:
RG12/2249 Folio 48a Page 21
She looks very much like the daughter of Samuel and Susanna to me

So we have
1871 - aged 22, b. Newport
1881 - aged 32, b. Walsall
1891 - aged 42, b. Walsall
1901 - aged 52, b. Newport
So far, I've not found a likely birth registration either. There are some but ..............
Did the marriage cert say whether Samuel was alive at the time?

The Samuel and Susannah that I found in 1861(above) with a suitable Mary are still in Walsall on the 1871:

But this is just looking for possibles in the rough age group with father, Samuel, and living around the approx area

On my tree I show a Mary Lockley (1867) born in Wrockwardine Wood, Shropshire.
In 1893 she married Cecil George Leese (1852) (Leese surname is mya ancestral roots I am searching)
