There's a book by Olive Seabury that might help or you could write to the Cumberland News asking for page 10 of 22-5-1915 (when the law came in) and p5 of 1-7-1916 when the law applied to Carlisle. It later spread to southwest scotland. bob

As usual, I was doing something completely different when this idea hit me. If you are still struggling and I know its a year out but Kelly's directory for 1914 lists all the pubs and landlords in Carlisle. w3.historicaldirectories.org, search by location, Cumberland, find Kelly's1914 on second page, key in public houses in the search box and press "next hit" (not next page). First one is always frontispiece, second is hotels in Carlisle, third is pubs in Cumberland. It's a fiddly site to navigate which is why I've been a bit pedantic. Good luck bob

I don't know about a complete list, but there are records at The National Archives about these nationalised pubs in series HO185 and HO190. It might be worth browsing or searching the online Catalogue to see if there is anything that interests you. They will be original documents, though, so it will need a personal visit or someone to do it on your behalf.
I have a number of lists consolidated into a database which at a push I could put up on the Wikipedia entry.
