In theory any birth which took place from 1864 onwards should have been registered and be in the indexes. At the start of civil registration not all births were registered.
Illegitimate births are should be listed under the name of the mother (at the time of the birth) so if the mother was a widow, for example, the child's surname is the name of her dead husband. If the mother wasn't married the child's surname should be under her surname.

Not sure I understand the question- do you mean a record of the child's birth or its mother's birth?

If the mother wasn't married when the child was born (aft.1864) then the child's surname would be the same as the mother's surname. The marriage of the parents after the birth (unless very soon after before birth was actually registered) would have nothing to do wth the birth registration although other records (school, census, marriage, death) might show the child using the father's surname.
