1841... I think this may be them St Andrew richmond lane John Westlake 50 shipwright Elizabth 50 mary 19 Ann 16 Charles 14 RICHARD 9 Ann Pittall 24 or 21
there is an IGI submitted entry which states Richard Westlake s/o john Westlake and elizabeth chr circa 1832 Bedminster somerset
Possible marriage IGI extracted record John Westlake = elizabeth GEORGE 31 Dec 1828 Stoke Damerel...maybe not too late as Mary bc 1822

I have westlake family from Collumpton in the 1840s (henry Westlake born Collumpton devon 1843) Henry's parents were George Westlake and Elizabeth Rowland - they were married in Exeter in the December Quarter in 1838. Henry later moved to Plymouth and was married in 1873 to Mary Jane Bickham (born ashburton, devon 1852).
Henry and Mary Jane had the following children all born in Plymouth.
Ellen 1876 Walter 1879 Celia 1878 Harry ?? Edith ??
The 1881 census was very useful. Piece / Folio 2196 / 29 Page Number 53
Mary Jane Bickham's sister Ellen Bickham was my maternal great grandmother
I dont know if this helps you, or adds to your family or even if they are connected. I would be interested to know if there is a connection.

Just found this interesting family in 1861 Stoke Damerel The Barnstaple Inn Princess St Richard MacKey head mar 53 Victualler b Devon with wife and many kids ...
wonder if he is another sibling?

just found this in Pigot's directory - 1822-23 edition:
Mary MacKay New Market Inn 15 Cornwall Street
so she had been running the inn for quite a while 
ooo another find .. The directory : Thomas's Plymouth Director 1836 MacKey, the misses, victuallers, new market Inn, Cornwall street. MacKey , Mrs , Cobourg Place ...now who did we find at Coburgh pl?
also General directory, Plymouth 1814 MacKay, J Three Crowns Inn, Parade plymouth 1814
another  Plymouth Professions and residences 1847 MacKay and Palmer, Mary Ann and caroline, Vict. 'New Market Inn" 23 Cornwall street

Rev J Hodge is also in the 1906 directory at the same address!!!

Going back to Charlotte Sampson nee Mackey b c 1803 Plymouth/St Andrew... this is Mary Mackey sampson = Richard Westlake, her mother...
1841 At Andrew Flora Place in Union Street Nichs Sampson 45 Independent Charlotte Sampson 35 " Nichs Sampson 5
.... in 1841 Mary MacKey Sampson, 14 is with her aunts Mary Ann and Caroline the victuallers of the New Market Inn 
okay this must be the right parents as I see this on IGI Nicholas MacKey Sampson chr; 3 Feb 1835 Alverstoke, Hampshire parents; Nicholas Sampson and Charlotte
In 1851 Nicholas Sampson , 18, is a Dispensary Chemist assistant in Walcot Somerset
This may be Nicholas Sampson snr's death; Nicholas Sampson June q 1847 Stoke damerel vol 9 p 279
this is such an interesting family ... I am now wondering if George Frederick westlake bc 1866 Plymouth is not the Chemist I found in London ...will look again

Mary Ann MacKey b 1809 = John Hodge in 1846 Child ; John MacKey Hodge b 1848 Plymouth ..becomes the Reverend marries Jenny Lang ...has children LOL
Caroline MacKey b 1811 Plymouth = Thomas Palmer in 1841 Child; Mary Louisa Palmer 1843 Plymouth = Charles henry Hogan in 1873 Plymouth In 1881 he has private income mostly from shares children: John P b 1880 (he is with Rev John Hodge in 1891 as the cousin)
Charlotte MacKey b 1803 = Nicholas Sampson..can't find their marriage  children: Mary MacKey Sampson 1827/8 Plymouth = Richard westlake Nicholas Mackey Sampson b 1835 hampshire = Chemist
James MacKey b 1806 need to search him out !

Children are Richard Westlake Born abt 1832 Bedminster Somerset - an Accountant. Mary Westlake abt 1822 Plymouth dressmaker & Ann Westlake abt 1825 Plymouth. Richard married Mary Mackey Sampson June q 1853 Plymouth - don't know where or when he died.. She born abt 1827 in Romford Essex & died abt 1909 in Romford. Children - Mary Mackey Sampson Westlake March q 1857 in Plymouth (m) James Ruglew Myers June q 1893 in Medway. Richard Jacob Westlake abt june q 1861 (d) march q 1916 Plymouth. John Harold Sampson Westlake abt june q 1864 Plymouth & George Frederick Westlake march q 1866 - listed as a bookbinder in 1881.
Richard Jacob & Mary Rosina Hammett (b) 1863 in Little Torrington, Devon. (m) march q 1916 in Plymouth. Children Richard Edward Sept q 1883 Wandsworth London, John Harold June q 1885 Plymouth. Ethel Mary Sept q 1890 Plymouth, Charles James Dec q 1893 Plymouth, Gertrude May 11 may 1896 Plymouth - my Grandmother , & Lillian Maud Dec q 1899 Plymouth.
I have Richard Edwards, John Harolds, Ethel Mary, Charles James & obviously Gertrude May's marriage partners & subsequent children. all but Lilliam Maud's.
Haven't put your info into the tree yet - i think the tree has grown somewhat....

I see that Richard and Mary MacKey Westlake are still together in 1891... I cannot find them in 1901 ..i think this may be Richards death;
Richard westlake b abt 1833 died june q 1898 Plymouth devon vol5b p 139
I am a bit confused as you say Mary macKey S Westlake was born Romford Essex .... I see that she died there but she def. states all through her life that she was born Plymouth.
There is a May Westlake b 1828, Plymouth and a widow in 1901...she is a boarder at the Glanville home.
