Is it possible to look up marriage information in Devon records offices for 1868 please?

Not always.
Register office marriages would not be open to view, church (parish) ones sometimes are .

Why not email the particular RO and ask if the marriage regs[parish] you wish to view are availble there?  If not there ask them where you'd have to go to do this?
