Corner Hall was/is an area within Hemel Hempstead as well as the name of a road.  There are still some quite quaint cottages there as well as rather a nice large Tudor? house which has now been turned into offices.  We looked at buying one of the cottages about 30 years ago and we were told that they were Tanner's cottages.  As B&Q was opposite them we decided against it!

Having done some digging on your behalf (Histories of Hemel Hempstead/Herts and elderly locals) I cannot find any reference to a Whiskey distillery in the area.  As Elizabeth/Eliza was born in Northants this might be the area in which to pursue this.  I did find this advertisement mentioning Corner Hall in a Herts Advertiser edition of 1862.

HEMEL HEMPSTEAD

THE following Goods may be had on application: Hair wet or dry, for Plasterers; Glue Pieces; Tan for forceing.

There seems to be a reference to a Locke & Smith brewery in Berkhampstead,which i dont think is too far away.(im From up North)
As for William J Locke( who I dont even know for sure is related to Eliza)in ..street names of Hemel Hempstead found in Hemel today it says ...Cedar Walk: Built over what was the long driveway leading to a large house called Corner Hall.
This is where yhe novelist and playwright William John Locke lived with his family. He was also secretaryof the Royal Institute of British Architects from 1897 to 1907. There may have been cedar trees on large corner plot.
Also http://www.hertfordshire-genealogy.co.uk/data/projects/londongunners/lg-xmas-article.htm mentions abit more about william J Locke.
Elizas husband does have his occupation listed in one census as Porter in a wine cellar.
