What Does 'Waits' Mean????

Hi All!

My gg grandfather died in Hertford in December 1916. The obituary was published in the 'Hertford Mercury' from which this is a quote;

'' In almost every town and village on this side of the County, and over the borders of Essex, for very many years, Chesher with his cornet and his boy with the harp have been welcome visitors, and the ‘waits’ will be missed this Christmas for the first time for many a long year. ''

He was, as you see, a musician. My question is; What is meant by the 'waits'Huh Was this some Hertfordshire term or maybe the name of the band??
Any help or comments will be much appreciated.
