Black Rock is in Haggardstown civil parish (Dundalk Poor Law Union) according to www.seanruad.com. Checking LDS online catalogue has 1911 census Haggardstown DED 43/9 Blackrock town. Try the name you're looking for with Haggardstown as DED and see if that works.
There are some mistakes in 1911 for places- Aghadowey listed as Aghadowney and Cah as Cam (which is very confusing as there's a Cam, Camm and Camus in the area).

the listing for the town of Blackrock is empty, which does not seem correct - see : http://census.nationalarchives.ie/pages/1911/Louth/Haggardstown/Blackrock_Town/
