Scottish Prisoners in E Anglia

Hello All,
A book by Trevor Bevis called "The River Makers" mentions Scottish prisoners cutting the waterways in the Fens of E Anglia.
If you have probable Scottish ancestors arriving in Cambridgeshire & Norfolk in the 1650's, this might be the answer.
