Not sure whether this helps or hinders but here are the Charlottes in 1871

Notice how Mary says she is John's daughter but is widowed and shares the same surmame. Is she actuallly a daughter in law or is she fibbing about her marital status?

Yes, we are guessing and I think the only way of being certain of who her parents were is, if she married, through a marriage certificate.
If she didn't, then the one who was with her stepfather in 1891 looks like the best option - still single, in Beer Hackett aged 47 in 1901.
Even so, her birth certificate is a tricky one. We have a choice of two:
June 1853, Sherborne, 5a/352
or
Mar 1854, Blandford, 5a/252
