"Country of Origin" equals ethnicity or travel route?

Castlegarden/NARA "Country of Origin" does not necessarily imply nationality, but could imply their "travel route". The reason I say this is because I have members of the same family come to the USA in a two month timeframe with vastly different answers.

1. father came to USA in Sept 1873. He arrived NYC via Liverpool-Queenstown. Origin is "Germany". (He was Russian). I understand his route probably took him from Germany to southern England, then a train ride to Liverpool. He is found in "Germans to America" datafile.

2. mother and three children followed in Nov 1873. They arrived NYC directly from Hamburg. Origin for them is "Russia". They appear in "Russians to America" data file.

My point is people from the exact same place and the exact same ethnicity may end up with different "origins" and in different datafiles depending on their particular route to the USA.
